As a registrar, can I choose to have only subregistrars (i.e. not handle registrants)?

Yes, but it is the registrar who has the direct responsibility for compliance with the requirements of the agreement and needs to provide customer service to domain name holders and be able to manage registration services in the event that the reseller does not meet these obligations.
