What happens if the authorization code is misused?

Misuse essentially entails the code falling into the wrong hands. It is the registrar's obligation to ensure that the registrant is in fact the party requesting the authorization code and it is given to the registrant. If the code ends up in wrong hands, said party could initiate the change of registrar.
