Can a registrar transfer be done even if the domain name has been deactivated?

Yes, a registrar transfer is possible if the domain name has been deactivated due to expiration.

However, if the domain name is deactivated and also blocked from registrar transfers due to an ongoing verification of domain holder information, a registrar transfer cannot be carried out.
