A change of domain holder means transferring a .se or .nu domain name from one holder (legal entity or natural person) to another (legal entity or natural person).
Only the current domain holder (registrant) can request a change of holder. It is particularly important to ensure that the person requesting the change is actually the domain holder.
The domain holder must contact their registrar, who is responsible for handling the change of holder and verifying that the person requesting it is authorised to do so.
The registrar must have appropriate procedures in place to verify the identity of the person requesting the change, for example through BankID or checks with UC or the Swedish Companies Registration Office (Bolagsverket). The registrar must also retain documentation of the verification process to demonstrate what checks have been carried out and to enable any errors to be corrected. If a control panel is used, the request for a change of holder should be linked to a login or another authentication procedure.
If there is no authorised person available to transfer a domain name or request a correction of holder information, the registrar may need to carry out an overall assessment to establish the identity of the domain holder.
Examples of information that may be used to identify the domain holder when the registered information is incorrect or the current holder no longer legally exists include:
Who has paid for and used the domain name over time?
What do the other contact details indicate?
Is there any historical information supporting a claim to the domain name?
Are there invoices, purchase agreements or other documents indicating who holds the rights to the domain name?
If the registrar determines that there is sufficient evidence to identify the actual domain holder and contracting party, the registrar may correct the information in the registry.
If it is not possible to establish who holds the rights to the domain name, the registrar may refer the parties to court to resolve the dispute over entitlement to the domain name.
A change of holder cannot be carried out if the domain name is subject to an ATF/UDRP proceeding or if Internetstiftelsen is aware of ongoing court proceedings.
Internetstiftelsen no longer requires the use of a specific change of holder form. Each registrar may determine how requests for a change of holder should be submitted.
Registry Services does not charge the registrar a fee for a change of holder.
Detailed procedures for changing the holder of a domain name can be found in Appendix 7 of the Registrar Agreement.
