Yes, absolutely. You can publish both CDS and CDNSKEY records.

The CDS record is necessary for initiating an update, whereas the CDNSKEY record is optional. However, if you choose to publish the CDNSKEY record later, its contents must match the CDS record. Otherwise, the update will fail and be cancelled.
