Can Registry Services reregister a domain in quarantine if it wasn’t renewed on time?

No. Domain names in quarantine cannot be re-registered during the quarantine period, neither by a registrar nor by Registry Services.

A domain name with the status quarantine can only be registered once the quarantine period has expired and the domain name has been released.

As usual, the first-come, first-served principle applies upon release.
