Can a change of holder be combined with a change of registrar?

It is not possible to do a change of holder in conjunction with a change of registrar. The routine for change of holder is completely separate routine from changing registrar.

The transfer needs to be carried out either before or after the registrar change has taken place, if such a change is to occur.
